You probably have a year, but the longer you wait, the weaker your case becomes. I don't know why you're waiting in the first place. SUE those bastards.

Where are you at? Many municipalities have a requirement that you file something called a "Notice of Claim" within 60 days.

You need to consult with a good attorney immediately and have him file the Notice of Claim otherwise your suit will not be honored nor will it be paid upon as your time will toll for suing/filing the city and the officer.

Yes. And since it is a personal injury attorney, chances are that you will be able to find a number of attorneys willing to take the case on a contingent fee basis (no cost to you; attorney gets paid a percentage of what he/she wins for you).
