You have to pay what it costs... doesn't matter where you go. A fee is a fee.

England doesn't have a thing to do with it... You are Portuguese... Portugal is who issues the passport. The Government of Portugal says pay the fine you owe. And in case its not abundently clear... The Portuguese Embassy on England... IS part of the Portuguese government. And yes... they DO call home... as in everything that gets processed is forwarded and confirmed with Portugal. That applies at any other Ebassy they have around the world as well. Same with any other country. The UK does not issue Portuguese Passports... only UK passports. See where I'm going here. Portugal says you owe money... you pay those fines and then they let you have your passport.

Like I said... pay what you owe and the issue is no longer an issue.

Now if you don't know HOW to pay it... make a visit to the Embassy or Consulate for Portugal closest to you (there will be one in the UK... there ARE diplomatic relations between the UK and Portugal) and they should be able to provide you with the means to do so. Or at least tell you exactly HOW to do it. Call first. You may need an appointment.

That particular advice is actually universal. It applies basically in any country you reside in... and applies regardless of your actual nationality.
