Sounded to me like they were asking for someone rich to GIVE them a lot of money using a check they can get cashed where they live. Not that they already had it.

If that's the case then I'm Canadian and have a large cheque, I just need to know how to make it illegal.

Are you WANTING some one rich to give you a check? Is that what you are asking? If it is, then you need to wake up and face the fact that life doesn't work like that.
