I could really use a mentor to help me set up this care agency. If there is someone who is in the business currently who can help me will all the documentation required (i.e policies, care plans etc... I will be happy to pay a fare price for all the help.

You can't hire anyone here, gogetter but we can assist in offering you pointers/tips on what to do. Care plans are done individually when you receive a client into your care agency, not before, and should always have a nurse or PSW involved in doing so. Liability insurance would be a good start, and you would have to phone your insurance agent to get advice on that.
