I have a 94 honda civic si coupe. It is a 4 cylinder SOHC engine about 125 hp and a 5 speed manual transmission. It has sat in my garage for about a year and a half. Now, here's the kick. I have no tools, jack stands, tarps, catch pans, nothing. I couldn't drain the oil, get the car off the wheels, do regular maintenance, all I could do is periodically start it. Now over the past while I have ran the car for about 15 minutes once to twice a month. Ever since a month ago, a moaning or whining sound started. It sounded close to the transmission or front right of the car. This is after the cold (average -5 degrees Celsius to-15 degrees Celsius) winter. Recently, we have had a nice warmth streak (1 degree Celsius to 12 degrees Celsius). I went to start it yesterday and it cranked, but didn't start so starter is operational. Here's another catch. My dad went to start it before this, it started, but I found the floor mat on the accellerator. This may have put a lot of fuel in the cylinders. I'm not sure. Help me!!

Possible that you need to replace the fuel pressure regulator. I tried turning the engine by holding the gas pedal to the floor bcoz the engine was a bit flooded.

I'd begin by removing and fully charging the battery. Many auto parts stores will test and charge batteries for free.

As a sequel to my other question, I have a hunch either the fuse for my pump may be blown or the pump itself is gone. So for future reference, where is the fuel pump located? Is it in the tank itself or what?

You remove the rear seat and the fuel pump is in the tank. Honestly, I have never seen a bad Honda fuel pump. This is a much smarter approach to troubleshooting the fuel system:

Yes I do understand I have a multimeter, and I couldn't find a fuse that said fuel pump. Under dash or hood. And this car not starting really grinds my gears. So next question. You'd be surprised a 2nd year mechanic student in high school never found out how to take a rear seat off to acess the gas tank. So how do I do that

Here's likely the under dash fuse you are after:

#18--7.5 A, ECM, PGM-FI main relay

You'll have to figure out how the rear seat comes out. Personally, I think it will be a waste of time and effort. Perform the fuel system troubleshooting tests and I think you'll find out that the fuel pump is fine. If you jump Terminals 5 and 7 of the main relay, the pump should run when the ignition switch is turned to ON.

I didn't see any fuse or relay identifying that relay or fuse. Keep in mind that my car is a 1994 honda civic si coupe. Si is canadian only

Okay and the pgm-fi relay or ecm relay should be there? To be totally honest I do have a driver set and some simple maintenance tools. I just lack in the good stuff so to speak. Now this relay. Is this a simple replacement task if it is blown?

Okay so I checked my fuse. It is okay. It isn't blown.

But it still won't start. Normally when the car is in the on position, you hear the fuel pump make a noise at the same time as my main relay. I still don't get the sound. I only hear the main relay of the car click.
