I will need to file W-7 for my parents this year. I understand I will have to use paper file. Can I still use turbotax online to fill the form but leave my parents' SSN blank, print out the form and send it out with attached W-7 and their passport? When I receive their tax Id, can I e-file state tax return?

I doubt if Turbo tax will do W-7. Yes, you can efile state tax return after you get tax ID.
