We just purchased a house in the country and it has an outside water spicket that won't turn on when we lift the lever to make it turn on nothing happens? What can we try to make it turn on or is it broke?

Check if the line inside the house or from the water meter feeding the spigot had been turned off for winter to prevent the spigot from freezing.

Also, if the spigot is old it could use a cistern as a water supply in which case it may require actual pumping of the lever to draw water, pumps seals could be deteriorated, etc.
