My heat pump (air exchanger outside) motor will not run when the system is running. I believe the motor has a bad starter on it. Would that be true?

If the fan motor is not working when the compressor is running then check.

Loose connection in the fan wiring OR bad condenser fan motor capacitor. If not those to items it might be a defective motor.
