The father of my child thought he was going to change his last name so I made my child's last name to what the father was going to change it to well the father never changed it now my son has the last name of someone who we are not relation to or communicate with. I am wanting to get his last name changed to mine. How can I do with either little or no cost.

File with the courts. If your income is low enough, some will allow you to fill out a fee waiver application.

Typically, both parents will need to consent to the name change.
