I don't know about the other experts but I need a set of plans to work with.
Laying out a high raise is a lot different then drawing up drainage for a single family residence. National and local codes come into play. What's your location? If you have a set of plans and have put them around to plumbing contractors for estimates then the one that gets the contract will be the party drawing up the layout.
Or could it just be that you're the plumbing contractor that got the contract? Back to you, Tom

Usually, this is done by mechanical engineers and attached to the set of blueprints in Detail section together with required calculations.
