My 93 honda accord is not starting I test the start terminal lead and it is not getting power. I had the starter tested and it works. I need to know which black fuse under the steering column is the start circuit.

Take a test light or multimeter and test all under-hood and under-dash fuses. This way is faster, more accurate, and doesn't allow for the possibility of replacing the fuse in the wrong slot.
