2009 Tax Questions - Left the U.S. for good

Hello:

I worked in NYC since Jul 2007 under H3 visa. I left the U.S. in Sep 2009 for good. Should I be eligible for getting back my Social Security that was deducted from my pay checks since I left the country for good? If so, what would be the process I need to follow to get my SS back?
