I'm about to finish a basement remodel and have the carpet installed. It, and the pad, will be installed over the concrete. Its been a dusty construction process.

My plan had been to vacuum and mop really well before it goes down. It has been recommended to be that I should paint the floor to trap the dust because I will never get it all with vacuuming and mopping. Not sure if this is just a fact or a result of my perceived attention to detail. :)

Is this an issue, is it worth the effort?

My opinion is the pad will be the dust barrier. Use a wet vac with a HEPA bag and filter if you can. It will get up just about all the dust.
