Do you have any idea where you have a water cut off.

Also which is running hot or cold or both. Is this a single or two handle faucet.

Initially, cut the water off to the entire house and either turn the water heater to off or turn off the breaker. That valve may be located at your meter.

Now, we can concentrate on the tub. Behind the tub wall there is usually an access panel. Remove it and hopefully shutoff valves can be found there and hopefully they work.

If it's two handles then it could be either the hot or cold water.

You can try to turn off the hot first. First, turn it off at the water heater and see if the tub stops. If it does turn the breaker off for the water heater or turn the gas to pilot or vacation.
