Just kidding, its all free here. As far as your question goes, when windows starts failing due to corrupt files it could be any number of problems. Something may have caused it to go missing, or corrupt, like a rogue programs or virus. It may have been an accidentally deleted file (unlikely as it would warn you 10,000 in windows), or you may have sectors failing on your hard drive.
In most cases, when this happens I do a simple test. I will pop in the installation CD, run repair, replace the said file, and reboot. This sometimes fixes the problem, however if it doesn't then I'd suggest a chkdsk just to give you any perspective on a damaged hard drive. If this comes up clean and still no boot, time for a back up and reinstall.
