I was fined in Provincial court for a hunting infraction and fined, I was advised I would be notified by mail of how to pay this fine. I have never received any notification and its been over two years. Am I still liable to pay fine?

Yes, the fine is not going to just go away. Call and ask how/where to pay before a warrant is issued for your arrest.
