It certainly could be the cesspool like you and Mainesiteeval are suggesting, but I'm thinkin' we should confirm some of the basic questions first... just to be sure... ;)

Is this the only toilet and is it the lowest toilet in the house? Are you having trouble with any other fixtures, for example, the tub? Are there any fixtures below this toilet, for example, the washing machine? Have you even tried to use a closet auger or plunger to try to see if there is anything blocking the toilet?

Let me know the answers. Just wanted to cover all bases.
