Per the tax agreement between PA and NJ, your employer should be withholding NJ taxes, not PA - which would allow you to file only an NJ income tax return. However, since they have apparently withheld PA tax from your paycheck, you will now have to file a PA non-resident tax form to get it back, as well as a NJ resident form.
