    This phrase is often stated by males in connection with their nether regions, especially a man who may not be so well endowed as another.

    For the record, most females however say "size matters" lol.

    Without a sexual connotation this phrase In my opinion relates to your ability to properly use your personal resources; intelligence, physical attributes, mentality, attitude/s, energies, faith, etc.

    Utilizing these individual resources to the best of your abilities.

    It means that material possessions do not make a person but how a person interacts with them that does.
    So things such a clothes and looks do not make you but how you choose to be that does.
