I'm pretty sure because most probations, at least in Texas, have a curfew of 11pm in which they have to be at their registered home. Also, his PO should check in on that address occaisonally and if he is never there it could mean problems.

Do I contact the court that he is through? Or do I just call the police in that City?

To turn him in? I would just call police. Either they can help or they can tell you who to contact.

It is suppose to be "living" at the location he is registered, does not mean he can not stay some nights out, but if he is reallly living somewhere else it is a violation
