I finally got the shower control off so that I can try and stop the water from pouring out of the hot and cold controls.

I was expecting to see more then just a stem, and I am not quite sure what the cause of the problem is.

Perhaps I need to try and unscrew the stem and replace it?

Probably the o rings are worn out, and the stop rubber washer at the end of the stem is gone or worn out, take screw out and replace it or turn it around

"take screw out and replace it or turn it around" Little confused, are you telling me to unscrew the stem? Will it just come out if I keep turning it?

With no access or view other than what's in the picture, I am hesitant; hence the questions.

Since you have removed the chrome cover tube you will have to shut the water off and remove the hot and cold stem and washer assemblies. I have put up a image to assist you,(see image). Unscrew the assemblies out counterclockwise and check and replace any washer that's worn or torn up.
Now run something around the seats to detect any nicks or rough spots. If you find any then the seat must be unscrewed and replaced. If you don't replace a faulty seat it will just tear up the washer again. Lastly, before you reassemble , turn the water back on for a minute to flush out the supplies. Good, luck, Tom
