I'm planning to replace my kitchen countertop finish from porcelain tile to marble tile. Would it be better if I scrape all the existing tiles or removed the whole countertop board?what is the most cost effective way of doing this?

The proper way is to start fresh. Do it right the first time because if not it will cause problems in the long run.
