After flushing Kohler Rialto the bowl does not fill correctly. Lifting the flapper valve a little allows enough water to fill the bowl.

What type ballcock do you have? (see images) Is the little white tube connected to the ballcock and the white overflow tube? Where's the water level at in your tank? Back to you, Tom

I agree with Tom on this one. It sounds like your fill valve is partially clogged not allowing water to come out of the refill tube which should refill the bowl water level.
