Who do you want to sue? What do you expect to gain? How did you find that she viewed the records?
This very well may be a HIPAA violation, but you don't win money from reporting this. It will be the nurse who may lose her job over this.

This is a common misconception. HIPAA protects the medical information of patients, but it does so by punishing the violator, not rewarding the victim.
To sue someone you have to prove you were damaged. And I don't see that here.
If you have proof that the neighbor accessed your records, then report it to the hospital. They will take appropriate action against the neighbor.
