    Can lanlord shut off tenants power because of high electric bill if no written lease signed

    A landlord cannot shut off power period. A landlord cannot create an uninhabitable condition. The tenant can sue if they do. Doesn't matter if there is a signed lease or not. If the tenant can show they were paying rent, then that establishes their tenancy.
