Are there loans out there to help felons get started in a small business?

To my knowledge, there aren't any loans just because someone was convicted of a felony. Once a person has done their time and paid their "dues" to seciety, they're free to apply for grants and loans, etc. just like everyone else. The possible sources for the monies could come from banks, governments, municipalities, other businesses, individuals, etc.

What kind of small business would this be concerning, please?
