I have been separated from my ex for 2 yr 8 month and as I don't know where he lives I can't get him to sign the papers for all I know he may even be dead but I want to get married again but don't know if I can get married leagally is there a way I can get married without him signing the papers and if he is still alive is there a certain time that I have to wait until I get married without signed papers

No, you are still married, you will have to get a divorce. There is no "common law" divorce.

There will have to be a search for your ex, and if you can't find him after doing a search that the court requires, you will make public notice in the newspaper according to court rules as service to have a divorce hearing.

Talk to an attorney. In this day and age you can usually find someone by searching on the internet. If you can't find him, surely you can contact someone in his family who can provide his where-abouts.

The Internet picks up info from other sources. People cannot "always" be found. I would not rely on the Internet.

Licensed Private Investigators find people. If all else fails the Court can order the other person served by publication.
