I am an F1 student from india. I was told by the IRS that in order to claim the 5700 standadr deduction I need to fill a worksheet that is in pub 519. Is that true? Also I cannot find the pub 519 for the year 2009 online. Can some body help me find the latest pub/worksheet?

Do I have to file that ? And I know that's the 2008 publication but haven't the amounts changed from 5450 to 5700?
