Shouldn't the condenser fan come back on after defrost mode has ran it's cycle or should it remain off during the entire heating cycle?

Yes it should come back on when tstat call for heat, no,it should not remain off during the entire heating cycle, no cooling fan will cause the compressor to over heat and cut it self off, sometimes taking as long as 24 hours to cool off before it will come back on, making a novice think the compressor has gone bad,when its OK
