My probation officer told me that I do not fit the criteria for transfer because I was convicted of a misdemeanor not a felony and he is following federal guidelines.

Are you on Fedeeral Probation, ( convicted in a Federal court of law)

Or is this a state charge ? You can request a application for transfer in wrting, and ask for the answer in writing.
You can have your attorney file a motion with the jduge to allow it
