My vet says that it is NOT mange, but he keeps getting them and I can't do anything about them. Whenever I pick off the scabe because it gets really big, it bleeds, and then just scabes over again, but never goes away. Help me please!

Don't pick at the scab. Scabs may look gross but they are natures way of healing and protecting a wound from infection.
Did the vet do a skin scraping to determine if it was some sort of fungal infection?
You might want to consider feeding a tablespoon of vegetable oil a few times a week (mixed in her food), or give a tin of sardines in oil in case it is from the skin being too dry.
It can't do any damage even if the skin is healthy but it might fix the problem.
Did your vet do bloodwork? Did he test for cushings?
