My hamster has chew sticks and chew toys but he always chews on the bars of the cage. It drives me insane when I'm trying to do things. Is there any way I can get him to not chew the bars of the cage?

Change to a glass container,
Is this day time or evening, do they have a wheel and other exercise equipment. Plenty of "fluff" bedding.
But they do normally what ever they want to do.
Sounds like your hammy needs more things to chew on, like a salt lick or a grinding stone (made for hamsters).
Their teeth are constantly growing. In the wild they have to forage for food and the food they eat keeps their teeth filed down. In captivity they get food that doesn't meet their needs completely.
He's probably chewing on the bars because his teeth are getting too long, either that or he's bored.
Does he have the grinding stone?
The salt lick usually comes with the grinding stone, but the salt lick alone will not grind his teeth, at all. It just provides the salt that hamsters need to help digest their food.
Does he use it?
Sometimes.
