Depends on how you define OK. I agree with 450donn, a 13 yr old is a bit young for one on one dating. Also, during the teen years, there is a large gap between teems of different ages. A 16 yr old and 13 yr old are at different stages of development so its unlikely you have much in common.

There is also her parents to consider. Do they allow her to date? Are they OK with her dating you?

And it has to be said that she is under the age of consent so any sexual activity between the two of you could be illegal and land you in jail.

There are no laws against dating in the US, but in most people's opinion, I think 13 is too young. If you want to learn about young women by dating (NO physical contact) you're better off looking for a young woman who has at least gone through puberty. Not only that, but there is a big maturity gap. It may only be 3 years, but it's pretty much 3 of the most important years in life. If you want to get involved with a 13 year old, just don't be surprised if you break up.
