I doubt you can get a teaching certificate/license.
If you want to start a program you don't need to be a teacher to do so. You just need funding.

You asked your qeustion as a answer to a two year old thread, I am surprised anyone even noticed it. I have moved your post.
Never get a teachers license, and restrcited from dozens of other jobs.
But after school programs and other programs for "street kids" don't require a teaching degree
Interesting question, each state Board of Education has their own standards. I am only familiar with the Illinois standards and actually think you may have a shot. Illinois bars you from a teaching certificate for certain crimes. To my knowledge grand theft and evading are not on the list but you can bet your bottom anything to do with drugs or sexual misconduct would bar you from ever becoming certified. If you were already certified they'd pull the cert after one of those convictions. Contact you State Board of Education and ask for the certification specialist
