Can I get a passport and leave the country if I have arrest waarants out for me?

We are taking our children on a cruise to Hondurus, Belize, Mexico, and the Bahamas. One of our son-in-laws has 2 warrants out for his arrest. One is for writing bad checks and the other is for seat belt violation. Will he have trouble getting a passport?
