Ground fault. Check all grounds in the rear.

I have a '95 Toyota Camry Wagon - were are these ground faults located in the rear?

If the grounds check out, focus on an "open" caused by an internal break in the wire. They sometimes occur around trunks and tailgates, due to opening and closing. Run continuity checks.

Yes yes yes. Totally agree with that. There's a rubber boot at the top of the rear hatch door. Wires inside there have been known to break. But that would only affect the lights in the tailgate itself.
I'll attach a diagram. There is a light failure sensor located inside the left rear quarter panel.
If I remember correctly, I accessed it through a side compartment back there. It's a box clipped to the body panel.
If you can get to it, pull it out, disconnect it, and pry it open with a small screwdriver. You should see a burnt spot on the circuit board and that means it's fried.
If this goes bad, you will not have any tail lights. You don't have a tow hitch do you? And all correct bulbs are in the correct sockets? (ie: single bulb in a double socket)
See page BE-11 in the pdf below for that location.
