    Can you file with no income but a dependent
    I've been unemployed for all of 2009 but I have a dependent. I heard that I am eligible to file taxes under a new law. Is this true?

    I was unemployed for all of 2009 with a dependent. I was told that although I did not work, if I can file taxes; according to a new tax law. Is this true?

    If you received unemployment compensation, you probably can file taxes to get whatever was withheld from your unemployment check.

    However, you will NOT qualify for the Earned Income Credit.
