If a person is going to UK and if his wife's name on passport is her maiden name but they have the marriage certificate, can she go to UK on dependent visa?
In other words, for a dependent visa, is it necessary that the wife should have the same surname as her husband on the passport?

Not necessary... if the law in your country allows the woman to keep her maiden name after marriage, it's fine.
