This is going to be based strictly on policy of the company and opinion.
Companies generally have a cut-off point in terms of cost to decide what to capitalize and what to expense. A whole telephone system installation would probably be capitalized, but just a cheap phone should be expensed.
Which expense is opinion. I put things like that in office expense. To me, telephone expense is for the actual telephone bills, but you can put it there as well. It would definitely be an operating expense, but you don't have to get picky about names - just whatever makes sense.
I don't know what "print & sta." is supposed to mean so can't comment on that.
