I recently moved into a house and there are still many things I don't know. Just now I was doing some laundry and it was draining and as it was the sewer drain beside the washing machine was overflowing a little bit (there is a darker area where I can tell it's been doing that before) and when it was done draining the water receded. Is this normal or is something wrong? Who would I call to do what?

No, it is not normal. If your drain cannot accept water than it means your drains are obstructed with sediment and need to be snaked. You can snake it yourself by renting snake from Home Depot or phone your local plumber.

Since you now know your drain are clogging up, make it a habit to snake your drains periodically - maybe once a year.
