Generally you don't "get" money for a child. Each dependent represents a deduction against your taxable income which reduces the amount of taxes you owe.

There is also an Earned Income Tax Credit for dependents that directly reduces the amount of taxes you owe (a Deduction reduces the amount of income you owe taxes on).

Making $16K with three kids will probably mean you will get back all the taxes withheld from your salary. But you don't get back more than you paid in.

Actually, he WILL get more than he paid in, since both the Child Tax Credit and the EIC are refundable credits.
