Can I violate probation for having 18% water in my urine but not drugs were found? Not only that, at court the probation officer didn't show up. The judge said that it was the law because I violated that I must start my time over again but in jail?

I would have to see your conditions of probation to give you a definite answer; however, the diluted urine can be considered a violation as an attempt to tamper with the sample.

The second part or your question is more troubling. You are entitled to a hearing that conforms with due process. The judge may have relied on the test results sent from the lab. Did your attorney object?
