Do you mean does the babies dad have any rights since he lives in another state.
Of course he can, he can file for visits if he wants to in court.
Is there a custody agreement, is there a child support agreement that is court ordered
Does he have any right to what? Or to do what? In order to answer your question I first need to be able to understand it. If he is the father he has rights period. It is up to him to decide if he uses them or not (if that is your question).
