This is an interview I need help with. How you feel if you were wheelchair handicapped and the university you was currently attending wasn't handicap accessible?

Isn't it the law that all public building need to have handicap accessible facilities?
I would be outraged if this was the position I was in.
Yes, the ADA requires that, but right now I'm doing a team project in my school about solving a problem, and my team and I have noticed that the library, the administration's office, the cafeteria and the 2nd floor, don't have any handicapped accessibility, even though the men's bathroom and the exit do. Is like they did it halfway. So I'm just asking to see how people would feel if they are handicapped but the accessibility is limited.
Thank you for your reply! :)
