Court has given visitation right to father. The other side on one pretext or the other denying the same and troubling the father. Can an appeal be made on this? If so where it should be filed and under what section?

What party are you to this? You wouldn't file an appeal you would file contempt charges. Also what state is this in ?
Visitation is ordered by the court. If visitation is being denied in defiance of a court order, then the custodial parent is in contempt of court.
The non-custodial parent has to go back to the court and ask them to issue a contempt citation and service it on the custodial parent.
