Just installed a new Moen model 82402. Before closeing the wall, I tested for leaks. The water cannot be cut off by the handles. When you turn the handles it does not turn the water off. However it does adjust the water flow some what. What's wrong?

Sounds like some mineral build up from the pipes got into the valve and must be flushed out. Shut the water off to the valve and open it up, (see image). Now turn the water back on to flush out any trash. While you have the cartridges out check the inlet ports also. Good luck, Tom
