    If it's paint splatter try a razor blade scrapper.

    If it is more than splatter and covering all of the tiles, I'd suggest that you use a chemical based paint stripper. Depending on the type of pain used, you may get different results. If it is a kind a waxy water resistant paint, most chemical stripper will take longer to to dissolve them but it will come away cleanly. The problem will be the grouting which will have absorbed the paint and will really need to be scrapped out and re-grouted. Any kind of mechanical paint removal will scratch the enamel on the tiles, and even chemical removal could damage them depending on how they are glazed. Test in the bottom corner first out of sight.
