Depends on your state and your state laws, and how the laws of your state are worded, they may not address homosexual relationships appropriately.

If you're dating a 16 year old and you are bi or gay, I'm guessing you have some sexual attraction to her.

It is illegal for you to have any kind of sexual relations with this girl, ESPECIALLY since she is a minor, and you are a legal adult. Date her, but don't touch her.

What do her parents say about it?

I didn't know I was implying that it is impossible for gay people to date without sex.. And, I'm pretty sure the fact that it is illegal for her to have sex with this girl, is accurate.

Please understand, not gay issue, get same answer for straight, seldom do people ask this question unless they really are asking about sex.

But you did imply, because she was gay, the attraction would only be sexual.
