I lived in NC for 2 years and worked in VA. I filed with VA and the IRS,now NC is coming after me for not filing with penalties and fees. I have no job, no income and they want
    11,000 dollars.

Hello ronl. If your only income was due to your job in VA, you will probably find that the credit you get from NC for taxes already paid to VA makes it so that your NC tax bill is pretty small - maybe even $0 (NC's income tax rate is a bit higher than VA's, so you may owe something). So yes - complete the tax returns for those 2 years. BTW - the way that NC "estimates" that you owe them $11K is by looking at your income without considering the fact that you paid VA non-resident income tax.

Agreed; file the back returns, calculate the credit due (you will need to provide a copy of the VA returns for the years in question) and see what the results are.

I suspect it will be a LOT less than $11,000.
