A person can not, to my knowledge, press crimiinal charges against someone.
Are you sueing them for money due to a lost because of this violation ?
But the city code enforcement person, or a law enforcement person will have to serve this

You are serving papers for some entity that HAS legal representation. THAT lawyer is the person you should ask. He's probably the county or maybe the city attorney.
If you're serving papers for the COURT, then I'd guess the you need some confirmation from the chief judge... In any case, somebody in your chain of command KNOWS the law, and I'd start moving up it, until I found my answer.
If you're an self employed process server, you need more training, and I wouldn't know where to get it.

I own and operate a process service company and I can't believe what I'm reading!
Ask your employer what the standards and requirements are in your area, particularly for this type of service.
Otherwise - this is amazing! A process server on AMHD asking about the rules of service - ?
